This is a cover up - client had her brows done by other artist previously, now had faded to a light orange color after 3 years (more noticeably orange in person than on camera). Correction and cover ups are not always doable depends on the severity of previous mistake. In this case it is possible because the brows were done in a good shape, and the orange was low in saturation.
